VỀ HIỆU LỰC CỦA ĐIỀU ƯỚC QUỐC TẾ
Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:
Bản ghi nhớ giữa các Chính phủ Vương quốc Cam-pu-chia, Cộng hòa nhân dân Trung Hoa, Cộng hòa dân chủ nhân dân Lào, Cộng hòa Liên bang Mi-an-ma, Vương quốc Thái Lan và Cộng hòa xã hội chủ nghĩa Việt Nam về việc mở rộng các tuyến đường và cặp cửa khẩu bổ sung vào Nghị định thư số 1 Hiệp định CBTA (Memorandum of Understanding between the Governments of the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Viet Nam on the opening of additional routes and border crossings under Protocol 1 of the CBTA Agreement), đã được Việt Nam ký ngày 23 tháng 3 năm 2020, có hiệu lực đối với Việt Nam từ ngày 13 tháng 12 năm 2023.
Bộ Ngoại giao trân trọng gửi Quý Cơ quan bản sao Bản ghi nhớ theo quy định tại Điều 59 của Luật nêu trên.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE GOVERNMENTS OF THE KINGDOM OF CAMBODIA, THE
PEOPLE'S REPUBLIC OF CHINA, THE LAO PEOPLE'S DEMOCRATIC REPUBLIC,
THE REPUBLIC OF THE UNION OF MYANMAR, THE KINGDOM OF THAILAND, AND
THE SOCIALIST REPUBLIC OF VIET NAM ON THE OPENING OF ADDITIONAL
ROUTES AND BORDER CROSSINGS UNDER PROTOCOL 1 OF THE AGREEMENT
BETWEEN AND AMONG THE GOVERNMENTS OF THE KINGDOM OF CAMBODIA,
THE PEOPLE'S REPUBLIC OF CHINA, THE LAO PEOPLE'S DEMOCRATIC
REPUBLIC, THE REPUBLIC OF THE UNION OF MYANMAR, THE KINGDOM OF
THAILAND, AND THE SOCIALIST REPUBLIC OF VIET NAM FOR FACILITATION OF
CROSS-BORDER TRANSPORT OF GOODS AND PEOPLE
The Governments of the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Viet Nam, hereinafter referred to as "the Parties to the Memorandum of Understanding" (hereinafter referred to as "the MOU"),
Referring to the Agreement Between and Among the Governments of the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, the Republic of the Union of Myanmar, the Kingdom of Thailand, and the Socialist Republic of Viet Nam for Facilitation of Cross-Border Transport of Goods and People (hereinafter referred to as "the Agreement"), originally signed by the Governments of the Lao People's Democratic Republic, the Kingdom of Thailand, and the Socialist Republic of Viet Nam at Vientiane on 26 November 1999, amended at Yangon on 29 November 2001, acceded to by the Kingdom of Cambodia at Yangon on 29 November 2001, acceded to by the People's Republic of China at Phnom Penh on 3 November 2002, and acceded to by the Republic of the Union of Myanmar at Dali City on 19 September 2003, and amended at Phnom Penh on 30 April 2004,
Animated by the desire to maintain, further develop, and strengthen their friendly relations and cooperation,
Desirous to facilitate the movement of goods and people between and among the Parties in their common interest,
Recognizing that countries in the region have taken steps bilaterally and multilaterally to engage in cooperative arrangements to facilitate land transport,
Emphasizing their commitment to develop and maintain a mutually beneficial, smooth, swift, rational, and efficient system of transport and communication,
Referring to Article 2 of Protocol 1 of the Agreement on Designation of Corridors, Routes, and Points of Entry and Exit (Border Crossings), providing the procedure to open additional routes and border crossings to which the Agreement will apply,
Referring to the Memoranda of Understanding done in 2007 and 2008 between the Kingdom of Cambodia, the People's Republic of China and the Socialist Republic of Viet Nam, adding routes and border crossings to the designated List in Attachment to Protocol 1, and
Referring to the Declaration of the Second Summit of the Greater Mekong Sub-region ("GMS") Leaders held in Kunming, the People's Republic of China on 4-5 July 2005, calling on Ministers concerned in the GMS countries to implement the Agreement at an increasing number of border crossings,
HAVE AGREED AS FOLLOWS:
Article 1: Designation of Additional Routes and Border Crossings
The Parties to the MOU shall open the routes and border crossings included in the updated Protocol 1 Attachment: "List of Corridors, Routes and Border Crossings, and Associated Map" (hereinafter referred to as "the List") to which the Agreement shall apply, given in Attachment 1 to this MOU.
Article 2: Notification to the Joint Committee and Amendment of Protocol 1
In accordance with Article 2 of Protocol 1 of the Agreement, the Parties to the MOU have notified the Joint Committee of the inclusion of these routes and border crossings, and shall amend Protocol 1 of the Agreement for this purpose.
Article 3: Opening of the New Routes and Border Crossings
The new routes and border crossings included in the List may be opened in line with Article 2 of Protocol 1 of the Agreement.
Article 4: Effectivity of the Memorandum of Understanding
This Memorandum of Understanding becomes effective on the date of its last signature. In witness whereof, we the undersigned, being duly authorized, have signed this Memorandum of Understanding.

Part I: Original 2004 Routes and Border Crossings
The original Protocol 1 of the GMS Cross-Border Transport Facilitation Agreement was done at Phnom Penh on 30 April 2004 and included in attachment the following List of Corridors, Routes and Border Crossings.
1. North-South Economic Corridor:

Pursuant to preparatory negotiating sessions by the NTFC-SOM in May and November 2017 and on the occasion of the 6th CBTA Joint Committee meeting in March 2018 with subsequent ad referendum discussion, the following revised List of Routes and Border Crossings was agreed at the 7th CBTA Joint Committee meeting in Siem Reap, Cambodia on 13 March 2019.
